Jeb Bush, former governor of Florida delivers one of the earlier keynote addresses at the opening of the 2013 Mackinac Policy Conference on Mackinac Island. His address focused largely on immigration and some of the conference attendees saw it as a springboard to a 2016 presidential campaign.
