Detroit Police Department Conducted Improper Surveillance on former Board of Police Chairman Jerome Warfield

The City of Detroit Office of Inspector General (OIG) released a report today entitled, “Surveillance Conducted on former Detroit Board of Police Commissioner Jerome Warfield.”
The Report details surveillance conducted by members of the Detroit Police Department on Chairman Warfield on multiple occasions from January 3, 2013 through March 28, 2013. It also finds that the former Commander of Internal Affairs was directed to conduct this surveillance by then Interim Chief of Police Chester Logan despite stated reservations on the Commander’s part.
The report indicates that although verification of residency was given as the reason for the surveillance, this question had been answered by the City’s Law Department months prior to the requested surveillance determining Chairman Warfield met the residency requirement.
The report concludes that this surveillance on a duly appointed official with oversight responsibilities for the Detroit Police Department represents abuse of authority as well as waste of city resources. The Inspector General calls for a policy to be enacted by the Department to avoid this situation from occurring again.
